Arlene Etchen is an Outreach Specialist in Canada Mortgage and Housing Corporation's Partnerships and Promotions Team. She has been working in the urban planning and real estate sectors for more than 20 years. 

In her role, Arlene is focused on engaging with professionals in the housing industry, non-profit housing providers and provincial and municipal governments to ensure access to the latest and most relevant housing information from CMHC.  

Robert Feldgaier oversees the residential services practice at Altus Group Economic Consulting. He brings the experience of over 35 years as a consultant and researcher for a large developer to his work on a variety of assignments for developers, builders and public sector clients. 

Robert has undertaken numerous market and financial feasibility studies for rental, condominium and freehold residential projects across Canada, including rental projects that have applied for financing through CMHC’s Rental Construction Financing initiative.

With more than two decades of significant experience in the industry both in Canada and in the United Kingdom, David brings a wealth of expertise and practical knowledge to any new development. He has extensive experience in preparation and analysis of real estate development feasibility studies, capital cost budgeting, development due diligence, risk assessment and management, cost planning and loan monitoring.

David has supported lenders and developers on numerous rental, condominium and freehold residential projects across Ontario, including rental projects that are receiving financing through CMHC’s Rental Construction Financing initiative.

*CMHC's  Rental Construction Financing initiative (RCFi) provides low-cost loans encouraging construction of rental housing across Canada where the need is clearly demonstrated. It provides up to $13.75 billion in loans for the construction of 42,500 units and will run from 2017 to the end of 2027.

The initiative focuses on standard apartment projects in Canada with general occupants.
